The annual license fee to be paid to the city at the time of the filing of such application shall be a sum equal to $.35 per seat for each theater to be licensed. All annual licenses shall expire on April 30 following the issuance thereof. The license fee may be prorated only in the following manner: If the application is filed before November 1, the applicant may pay one-half of the fee with the application, and the remaining one-half will be due on November 1.
