Any person wishing to operate or conduct traveling athletic exhibitions, contests, and theatrical entertainment in connection therewith, not under canvas, shall be required to obtain a license for the conduct of same. The license for such entertainment and exhibition shall be granted by the Mayor and issued by the City Clerk as in the case of other licenses granted by the city.
