It shall be unlawful for any person to whom license may be granted to operate or keep any billiard or pool room, bowling alley, shooting gallery or skating rink to frost, paint, stain or color the glass in any window or door in any room or place where any such business may be carried on or to board up any such window to a greater height than three feet above the floor.
