§ 92.09 MONUMENTS; CORNER STONE SPECIFICATIONS.
   (A)   Foundations for monuments. The foundations for all monuments and markers or headstones placed in the cemeteries of the city shall be at least five feet below the surface of the ground and shall be of a proportion so as to have a six inch flange surrounding the stone, marker or monument at ground level.

   (B)   Corner stones set in concrete. All corner stones placed in the cemeteries of the city shall be set in at least three feet of concrete thoroughly mixed before placed in the earth.
   (C)   Foundations of cement.
      (1)   All foundations provided for herein shall be made of crushed stones and cement, which shall be thoroughly mixed and watered before placed in the earth.
      (2)   All foundations provided for herein shall be constructed of concrete of a mixture of one part cement to six parts gravel.
