§ 92.08 PLACEMENT OF HEADSTONES; PERMIT REQUIRED.
   (A)   Definitions. For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CORNERSTONE. Any stone placed at the corners of the boundary of a lot or space(s). Stones so located, must be set flush with the ground. No flanges are required for cornerstones.
   DOUBLE HEADSTONE. Any approved type stone in which the highest point is no more than eight inches above ground level, the length is not more than 84 inches, and the width is not more than 24 inches at its widest point. [8" by 84" by 24"]
   FLUSH HEADSTONE or FLUSH DOUBLE HEADSTONE. Any approved type stone that meets the width and length requirement for a single or double headstone, but is set flush with the ground. These types of stones do not project above ground level.
   HEADSTONE. Any approved type stone in which the highest point is no more than 8 inches above ground level, the length is not more than 36 inches, and the width is not more than 24 inches at its widest point. [8" by 36" by 24"]
   MARKER. A bronze or other similar type of metal plaque that is set in concrete at ground level. No portion of a marker projects above ground level.
   MONUMENT. Any approved type stone that exceeds the size limits of a double headstone.
   (B)   It shall be unlawful for anyone to erect or place any markers, monuments, headstones, or cornerstones without first obtaining a permit from the City Clerk for the placing or erection of same. The application for a permit shall be on forms provided by the city. The application shall state the size and type of the stone, the cemetery, block number, lot number and space(s) number, upon which it is to be placed and the relative location thereof, names of the owner(s) of the lot or space, name(s) to be shown on the stone, and name of the person responsible for the work. The permit must be approved by the Sexton of Cemeteries and all markers, monuments, headstones and cornerstones shall be placed under the direction of the Sexton of Cemeteries of the city. The City Clerk shall collect a fee for the granting of permits as follows:
      Headstones, Monuments and the Like         Fee
      For the placing of corner posts            $10 each
      For a single headstone                  45
      For a double headstone               65
      For a monument                  75
      Marker or stone provided by United States
      Veteran's Administration               No Fee
   (C)   No mausoleums shall be permitted to be established on any of the City of Kewanee cemeteries after January 1, 1996. Existing mausoleums are exempt from this prohibition.
   (D)   No permit for a monument, headstone or corner post shall be issued until perpetual care for said lot or space shall have been paid to the city; however, an exemption to this requirement shall be provided for a lot or space found to have been occupied prior to February 24, 1986.
