The City Street Division, with reference to traffic-control signs, signals, or markers owned by the city, is authorized to indicate the ownership of the signs, signals, or markers in letters not less than 3/8 inch, or more than 3/4 inch in height, by use of a metal stamp, etching, or other permanent means. Except for employees of the City Street Division, police officers, contractors and their employees engaged in a highway construction contract or work on the highway approved by the city, it is unlawful for any person to possess a sign, signal, or marker so identified.

(A) Sound amplification system.
(1) No driver of any motor vehicle within the city shall operate or permit operation of any sound amplification system which can be heard outside the vehicle at a point 75 or more feet in distance from said vehicle, when the vehicle is being operated upon a highway or street unless such system is being operated to request assistance or warn of a hazardous situation.
(2) This section does not apply to emergency vehicles.
(3) Any violation of this provisions of this section shall be a petty offense punishable as provided by the penalty section of this Code.
(B) Whenever authorized signs are erected indicating a zone of quiet, no person operating a motor vehicle within the zone shall sound the horn or other warning device except in an emergency.

Whenever authorized signs are erected indicating that no right or left or U-turn is permitted no driver of a vehicle shall disobey the directions of the sign. When authorized marks, buttons, or other indications are placed within an intersection indicating the course to be travelled by vehicles, no driver of a vehicle shall disobey the directions of the indications.
(A) Preferential right-of-way at an intersection may be indicated by stop signs or yield signs as authorized in ILCS Ch. 625, Act 5, § 11-302.
(B) Except when directed to proceed by a police officer or traffic-control signal, every driver of a vehicle approaching a stop intersection indicated by a stop sign shall stop before entering the crosswalk on the near side of the intersection or, in the event there is no crosswalk, shall stop at a clearly marked stop line, but if none, then at the point nearest the intersection roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the intersection. (C) The driver of a vehicle approaching a yield sign if required for safety to stop shall stop before entering the crosswalk on the near side of the intersection or, in the event there is no crosswalk, at a clearly marked stop line, but if none, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway.

The locations of authorized traffic-control signs in the city are set forth in Title XVII of this code. Any authorized traffic-control sign installed within the city limits, even if not specifically listed in Title XVII of this code, shall be considered valid and enforceable under this traffic code.

(A) Traffic violations. Whoever violates any provision of this traffic code for which another penalty is not already otherwise provided, shall, for a first or second conviction thereof, be guilty of a petty offense, and, for a third or subsequent conviction within one year after the first conviction, be guilty of a Class C misdemeanor.

(B) (1) Any person accused of violating any provision of this traffic code that prohibits parking in a designated area or restricts the length of time a vehicle may be parked may settle and compromise the claim for such illegal parking according to the following fine schedule:
(a) If paid within five days of the violation, a fine of $10.
(b) If paid within 21 days of the violation, a fine of $20.
(2) Payments can be made at the police station, where a receipt will be issued for all money received. All collected funds shall be promptly turned over to the City Treasurer and credited to the General Fund. This section does not apply to violations involving:
(a) Parking that obstructs the entrance or exit of any facility where Police or Fire Department apparatus or other emergency equipment is housed.
(b) Blocking an emergency entrance at a hospital.
(c) Parking that completely obstructs traffic on any street or alley or reduces traffic on an arterial street to one-way traffic only.
(d) Refusal to move an illegally parked vehicle at the request of a member of the Police Department.
