§ 50.05 REQUIRED RESIDENTIAL RECYCLING.
   (A)   Commencing on a date to be specified, each residential dwelling unit shall cooperate in the recycling of refuse. All recyclable material shall be separated from other garbage and refuse and grouped together and placed for collection. Recyclable materials will be collected at each and every residential dwelling unit in the city that is being provided water service.
   (B)   Collection shall be performed once each week in which there is not a city holiday, shall not start before 6:00 a.m., and will be collected on the same day as refuse throughout the city. Unforeseen emergencies may require alteration of the schedule.
   (C)   All recyclable materials shall be collected at the curb, also referred to as the terrace, and near the street in front of the residential unit. Collection will not be made in alleys.
   (D)   Recyclable refuse shall consist of and be contained as follows:
      (1)   In a transparent blue or clear plastic bag #1:

Cans and Metals

Rinse well and bend metal lids if sharp edges are exposed. Labels may remain.
Plastics
#1, #2, #3, #4, #5, #7 plastic containers including most milk, juice and other beverage containers.
Plastic bags or plastic wrap; Styrofoam; oil, chemical or other hazardous material containers; Melmac-type plastic; plastic tableware.
Rinse well. Remove caps. Flatten after rinsing.
 
      (2)   Transparent blue or clear plastic bag #2:

Chipboard
Cereal and tissue boxes; shoe boxes; beer and soda boxes; paper egg cartons; toilet paper and paper towel tube cores.
Wax covered chipboard including milk cartons and beverage boxes.
Keep dry and flatten.
 
      (3)   Cardboard. Corrugated cardboard, excluding wax covered boxes, shall be collected as a recyclable, whether placed in a transparent blue plastic bag or flattened and secured in the flattened position with string, paper tape or secured inside a larger corrugated cardboard box. Maximum size of bundle or box is three feet by three feet by one foot.
      (4)   Acknowledging that the market for recyclables is subject to change, the City Manager is authorized to include additional items for recyclable collection in the event that the firm accepting the recyclables agree to accept the additional items. The City Manager is also authorized to delete items from recyclable collection in the event the firm accepting the recyclables no longer will take the deleted items. The authority to add or delete items is conditioned upon there being no cost increase to the city in relation to adding or deleting recyclables.
   (E)   Nonrecyclable materials.
      (1)   Nonrecyclable garbage and refuse. All other garbage and refuse, not specifically mentioned as a recyclable item, shall not be placed in a container or bagged with recyclable items. If nonrecyclable materials are placed in the recycling bags the bags will not be picked up and it will be considered a violation of this chapter.
   (F)   Ownership of recyclable waste material.
      (1)   After recyclable waste material has been placed in a designated container for such purpose at a designated recycling collection location for collection by the city or its authorized agent, the recyclable waste material shall become the property of the city or its authorized agent.
      (2)   During the 24 hour period commencing at 6:00 p.m. on any day preceding a day designated for collection of recyclable waste material, no person, other than the city's authorized agent, shall remove recyclable waste material from a designated container which has been placed at a designated recycling collection location. Each collection in violation of this section from each separate designated recycling collection location during that period shall constitute a separate and distinct violation of this chapter.
      (3)   Nothing in this chapter shall limit the right of an individual person, organization, or other entity to donate, sell, or otherwise dispose of recyclable waste material, if such disposal does not violate any applicable statute, regulation, or ordinance.
