(a) There is hereby established the position of Superintendent of the Kenton Sewage Disposal Plant in the Department of Water and Sanitary Sewage of the City, which office shall be deemed to be one to be filled in compliance with the civil service statutes of the State and under the classified service, competitive class, as therein defined.
(b) This position shall be filled by appointment of the Safety-Service Director who, under authority of Section 238.01, is the Superintendent of the Department of Water and Sanitary Sewage, such appointment to be made from the eligible list as certified by the Civil Service Commission.
(c) The Superintendent of the Kenton Sewage Disposal Plant shall manage, control and supervise the operation of the Plant under the direction and supervision of the Safety-Service Director.
