238.01 CREATION; SUPERINTENDENT OF THE DEPARTMENT.

There is hereby created a Department of Water and Sanitary Sewage, together with the position of Superintendent thereof, who shall manage, operate and be in charge of the Department and be responsible for the conduct thereof. The Safety-Service Director shall be ex-officio Superintendent of the Department.
