250.03 ORGANIZATION.
   In order to carry out the general policy set forth in Section 250.02, the following guidelines for resident participation are adopted.
   (a)   The official citizens group for fulfilling the citizens participation requirements under the Housing and Community Development Act of 1974, as amended, shall be the Community Development Citizen's Advisory Committee, hereinafter called the Committee.
   (b)   Membership on the Committee is open to all residents and property owners in the City. Membership shall be open to all persons meeting the aforesaid qualifications regardless of race, creed, color, sex, age or place of national origin.
   (c)   The exact size of the Committee shall be determined by Council. However, the Committee shall be large enough to give adequate representation to all significant segments and sectors of the community and provide a true cross-section of all segments of the City population. The Committee shall be small enough to be a functioning working body.
   (d)   Members shall be recommended by the Mayor and appointed to the Committee by Council. In making appointments to the Committee, the Mayor or Council shall attempt to secure as wide a representation of all significant segments in the community as is feasible. The appointing official shall attempt to secure, at a minimum, representation from the following groups:
      (1)   Business;
      (2)   Low and moderate income;
      (3)   Manufacturing;
      (4)   Education;
      (5)   Minority;
      (6)   Youth;
      (7)   Elderly;
      (8)   Services organizations;
      (9)   Government;
      (10)   Homeowners;
      (11)   Tenants;
      (12)   Handicapped;
      (13)   Resident of target group; and
      (14)   Other significant subsectors or groups within the community which may be identified from time to time.
   (e)   Maximum feasible effort will be made to assure representation on the Committee of persons having low and moderate incomes, minorities and residents of project areas so that their views and proposals can specifically be sought.
   (f)   In making appointments to the Committee, the Mayor and Council shall not discriminate against any eligible person on the basis of race, creed, color, sex, age or place of national origin.
   (g) The length of the term of all appointees to the Committee shall be determined by Council. The only restriction shall be that the determination of length of service shall not be discriminatory. The Mayor and Council shall be responsible for filling all vacancies which occur on the Committee.
   (h)   The Committee shall be responsible for determining its own method of organization and operation, including meeting times, offices, parliamentary procedures, committees, etc.
