250.02 GENERAL POLICY.
   It shall be the general policy under this Plan to:
   (a)   Provide all residents of the City with adequate information concerning the amount of funds available for proposed community development and housing activities, the range of activities which may be undertaken, other important requirements under the Housing and Community Development Act of 1974, as amended, and technical assistance, so that the citizenry may better comprehend and participate in the program;
   (b)   Hold public meetings and formal public hearings to obtain the views of residents of the City on community development and housing needs;
   (c)   Provide residents of the City with adequate opportunity to participate in the development of the program application and implementation and evaluation of activities undertaken under the program each year. The City shall make written responses to any written proposals or comments concerning the program. The responses shall be made within fifteen working days of receipt of the written comment.
   (d)   Information concerning the Community Development Program shall be available Monday through Friday from 9:00 a.m. to 5:00 p.m. at the Community Development Office located at 22 North Main Street. All information concerning the Program shall be available except files, information and records concerning individual family or household information and personnel files of individuals.
   However, it is expressly understood that no part of the policy set forth in subsections (a) and (b) hereof shall be construed to restrict the responsibility and authority of Council for the development of the application and the execution of plans and activities under the 1974 Housing and Community Development Act, as amended.
