The Town of Kenly will bear the cost of installing water meters at all residences and businesses, commercial or industrial establishments now existing, and no tap fee or connection fee will be charged for installation of a water meter at those presently existing locations which are being billed for water consumption at the time of the effect of §§ 51.20et seq.
