(A) It shall be unlawful for any person to habitually loaf or loiter on the streets of the Town of Kenly or to congregate on the streets or sidewalks in a way as to obstruct or interfere with the free passage into or out of any public business or private property.
(B) It shall be the duty of the police officer observing a violation of this division (A) first to warn the offender and, upon his or her failure to heed the warning, to arrest him or her.
