The Plan Commission has powers and duties as are now or may hereafter be given to it by statute, and any additional powers and duties as may be granted by ordinance. The Village Board shall, however, retain the power to prepare or originate an official plan, and to amend, revise or modify that plan from time to time as it may deem necessary or desirable.
