After the Plan Commission has approved the tentative plat, the subdivider shall submit to the Plan Commission a final plat as hereinafter provided, accompanied by the following:
(A) Complete plans, profiles and specifications for construction of public improvements in the proposed subdivision, consisting of sanitary and storm sewers, water mains, pavements and sidewalks, together with all appurtenances thereto, accompanied by a certificate of approval by the Village Manager stating that the improvements conform with the minimum village standards, or with the official village plan, if a plan has been adopted, or specifying in what particulars the standards or plan are not met, and giving an estimate of the cost of the improvements, including the cost of engineering and inspection;
(B) A statement by the subdivider agreeing to construct, at his or her own expense and within a reasonable time to be fixed by the Plan Commission, the improvements in subsection (A) above specified, in accordance with the plans, profiles and specifications (subject to approval of the final plat by the Village Board), and if the improvements are located upon private lands that the same will be maintained without cost to the village, and if the improvements are located upon lands dedicated for public use, that the same shall become the property of the village;
(C) A duly executed corporate completion bond posted with the village by the subdivider in an amount equal to the Village Manager’s estimate of costs of the improvements, and certified by the Village Attorney as a good, valid and enforceable bond, securing the satisfactory completion of all the improvements in strict accordance with the provisions of the plans, profiles and specifications submitted pursuant to subsection (A) above; and
(D) Evidence satisfactory to the Plan Commission showing that all taxes and special assessments due on the property to be subdivided have been fully paid.
