Subdivisions shall conform with the following minimum standards.
(A) Street system.
(1) Access shall be provided to any lot or subdivided parcel within the subdivision by passage over a public street.
(2) The arrangement, widths, courses and extent of the streets shall be such as to provide at least two lanes for vehicular travel and shall permit free and unobstructed passage of fire apparatus and of police vehicles.
(3) Streets that are in alignment with other streets already existing and named shall bear the names of the existing streets.
(B) Street and alley widths; dead-end streets.
(1) The width of public streets shall conform to the width of existing public streets in the village.
(2) Where it is desirable to subdivide land which because of size, shape or location, does not lend itself to treatment under the usual street pattern, and where the Plan Commission deems it desirable in the public interest, access to lots may be provided by means of dead-end streets, not over 300 feet in length and serving not more than four lots. These dead-end streets, other than those serving one lot only, shall terminate in an open space preferably circular, having a minimum radius of 55 feet.
(3) Alleys shall be provided at the rear of all lots zoned for commercial use and shall be at least 16 feet wide.
(C) Blocks. No block shall be longer than 1,500 feet long between street lines. Blocks over 750 feet in length shall have a crosswalk near the middle of the block having a dedicated width of not less than ten feet.
(D) Lots.
(1) All side lines of lots shall be at right angles to street lines, or radial to curved street lines, unless in the judgment of the Plan Commission a variation of the requirements would enhance public safety or convenience. No subdivision shall create a through lot or a lot with any lot frontage that is less than the following distance in the following zoning districts:

(2) Lots held in one ownership of record at the time of the passage of the zoning ordinance of the village (Ordinance 577), shall not be resubdivided into lots containing less than the area required by the zoning ordinance in the district in which the lots are situated, and lots located in the area designated as the R-l Residence District under the zoning ordinance shall not be resubdivided into lots of less than 70 feet in width; and the areas shall be exclusive of property dedicated for or made the subject of easements for public or private streets or passageways.
(E) Easements.
(1) Where alleys are not provided, easements of not less than five feet in width shall be provided on each side of the rear lot lines and along side lot lines where necessary, of each lot, for poles, wires and electric conduits.
(2) Easements of a width deemed by the Plan Commission to be adequate, shall be provided along or across lots where necessary for the extension of any utilities, including storm sewers, sanitary sewers, water mains, gas mains and electric poles, wires or conduits.
(F) Variations and exceptions. Whenever the tract to be subdivided is of an unusual size or shape or is surrounded by the development or unusual conditions that the strict application of any requirement of this chapter would result in real difficulties and substantial hardships or injustices, the Plan Commission may recommend to the Village Board, and the Village Board may vary or modify the requirements to enable subdivision to be made in a reasonable manner not detrimental to the public health, safety, welfare or convenience.
