There is hereby established the office of Village Treasurer, who shall be appointed by the Village President, with the advice and consent of the Board of Trustees. The Village Treasurer shall serve from the date of his or her appointment and qualification until the end of the fiscal year and until his or her successor has been duly appointed and qualified, and shall immediately relinquish his or her office and its records to such person as may be named as his or her successor.
