All officers of the village, upon the expiration of their terms or employment for whatever cause, shall deliver to their successors all property, books, records and effects belonging to the village, or appertaining to the office they have held, within five days after notification and request to do so. If no successor has been appointed, such property shall be delivered to the Village Clerk or Village Treasurer. Any officer that violates this section shall be liable for all the damages caused thereby and shall be fined in the amount set forth in the annual fee resolution.
