Section 31.01 through 31.11 shall apply to all appointed officers and employees of the village, regardless of the time of the creation of the office or position or the time of the appointment of the officer or employee. Wherever the following words or phrases are used, they shall, for purposes of this chapter, have the meanings ascribed to them in this section, except when the context otherwise indicates:
(A) Employee. All at-will positions appointed by the Village Manager or other positions governed by a collective bargaining agreement.
(B) Officer. All village elected officials, the Village Treasurer, appointed members of Village commissions and boards, and the Village Manager.
