§ 92.09 ABATEMENT.
   (A)   If any owner, or his or her agent, or any occupant of any premises in the village shall fail to keep the premises clear of any accumulation of refuse materials, the Village Manager shall notify, in writing, the owner, or his or her agent or the occupant of the premises on which the refuse has accumulated.
   (B)   In case any owner, or his or her agent ,or any occupant of the premises shall fail to dispose of the accumulation of refuse within ten days after receipt of the notice, the Village Manager or the Village Manager’s representative is authorized to enter upon the premises and dispose of the refuse or cause disposal thereof to be made.
   (C)   Any expense incurred by the village shall be paid by the owner of the premises, and the village shall have a lien against the premises for the expenses, which lien shall be enforced in the manner provided by law for the enforcement thereof.
   (D)   Any owner, or his or her agent, or any occupant of any premises upon which there shall be an accumulation of refuse shall be subject to the penalties provided for violation of this code.
