§ 90.02 PERMIT REQUIRED; CONDITIONS OF PERMIT.
   (A)   No person, firm, corporation or other organization shall install, maintain or operate an alarm at any residence, building or other structure or premises with a fixed location within the village without obtaining a permit from the village for the installation and registration thereof and annual permits from the village for the maintenance and operation thereof as hereinafter provided.
   (B)   No alarm permit shall be issued except on written application in the form prescribed by the village and payment of the applicable fee provided in the annual fee ordinance.
   (C)   Each applicant for an alarm permit, who is or will be the owner or an occupant of the premises protected by the alarm, must agree:
      (1)   To provide the Police Department with access to the premises protected by the alarm at all times to investigate emergency calls;
      (2)   The village shall not be liable for any failure of service or any damage that might result from the installation or operation of, or response to, the alarm;
      (3)   The necessary maintenance for the alarm system will be provided 24 hours each day, seven days a week; and
      (4)   To pay all charges and fees payable under this chapter by reason of the operation of the alarm and all costs and expenses of the village in collecting the charges and fees, including court costs and attorney’s fees.
   (D)   Each application for the installation and registration of an alarm shall be co-signed by each person, firm, corporation or other organization providing installation and/or related services in connection therewith, but the person, firm, corporation or other organization shall not, by reason of joining in the application, be responsible to the village for the undertakings provided in subsection (C) above.
