It shall be unlawful for any person to stop, park or leave standing any vehicle in or upon the following streets on any day between the hours of 8:00 a.m. and 8:45 a.m. unless a parking permit issued by the village is displayed on the vehicle; provided, however, that no permit shall be required for parking in the areas on Sundays, New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day, and any other days as may be officially designated as a holiday by the President or Congress of the United States of America, or by the Governor or General Assembly of the state.
