§ 72.21 SPECIAL PERMIT PARKING.
   (A)   Any person desiring a special permit for reserved parking shall file an application with the village upon a form provided, setting forth the name and address of the applicant and any other information as may be prescribed. No permits shall be issued in excess of the number of parking spaces provided in the reserved areas. All applications shall be filed by the village on a waiting list in the chronological order of their receipt by the village, and permits shall be issued in the order that applications are on file, except that preference shall be given to proprietors of business establishments in the village and employees of those businesses. The holder of an existing permit issued to a proprietor of a business in the village or an employee of the business shall have first preference on the renewal thereof for the next succeeding year; provided that the holder files an application for renewal with the required permit fee at least 15 days before the date the permit is scheduled to expire. Failure to comply with this renewal provision shall cause loss of preferred status and, upon expiration of the permit, it shall be assigned to the applicant having highest priority on the waiting list. No application for which a permit is then available or for renewal of an existing permit shall be accepted unless accompanied by the fee hereinafter provided for. An application to be placed on the waiting list may be filed without payment of fee at the time of filing; provided, however, that no application shall be considered valid or binding unless the required fee is paid within 15 days after written notice is mailed to the applicant at the address shown on the application advising that a permit is then available.
   (B)   No person shall be permitted to sell, transfer, or assign any reserved space provided in this section or permit therefor except as provided in this section. Permits issued pursuant to this section may be used only on any vehicle owned or operated by the person in whose name the permit is issued; any employee of the person in whose name the permit is issued; any employee of a business establishment in the village that employs the person in whose name the permit is issued; or any customer or client of a business establishment in the village while patronizing such business.
   (C)   The permit fee for reserved space in the parking area designated in this section shall be as established in the annual fee ordinance. Permits shall expire on June 30 in each year, except for permits issued after June 30, 1999 and on or before December 31, 2000 which shall expire on December 31, 2000. Permits issued on or after January 1, 2001 shall expire on December 31 in each year.
   (D)   For those areas listed in Chapter 74, Schedule V, church permit stickers, suitable for attaching to the inside of the windshield of a car, shall be issued by the village to the Rector of the Church of the Holy Comforter and to the Minister of the Kenilworth Union Church in reasonable quantities as they each shall request. A fee as established in the annual fee ordinance per year per sticker, to cover the cost of the stickers and administrative costs of the village, shall be charged the churches. The church sticker shall expire on the last day of June each year. The stickers must be attached to the upper left rear window of a vehicle which is parked in the church permit parking area.
   (E)   Permits issued hereunder shall be in the form of a decal or other emblem which shall be hung from the interior rear view mirror of the vehicle while parked in a reserved space provided in this section. No motor vehicle shall be parked or left in the reserved space parking areas provided in this section unless the permit is displayed therein in accordance with this section.
