Unless there is properly displayed on a vehicle a currently valid resident’s vehicle sticker or nonresident’s parking permit issued by the village to the owner of the vehicle, no person owning, controlling, driving or operating any vehicle shall cause, leave or permit the vehicle to be parked or left standing at any time during the hours of 7:00 a.m. and 4:00 p.m., Monday through Friday of each week, except New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day, and any other days as may be officially designated as holidays by the President or Congress of the United States of America, or by the Governor or General Assembly of the state on any of the following places or on any of the following streets or portions thereof within the village:
