§ 72.20 NONRESIDENT PARKING ZONES.
   (A)   Any person desiring a permit for the parking within nonresident parking zones shall file an application with the village, upon a form provided, setting forth the name and address of the applicant, a description of the vehicle for which the permit is desired and other information as may be prescribed. No permits shall be issued in excess of the number of parking spaces provided in the parking areas designated in this section. No person shall be permitted to sell, transfer or assign any parking permit nor shall any permit issued hereunder be displayed except on the vehicle for which the permit is issued; provided, however, that the owner of any vehicle for which a permit has been issued hereunder, may, upon payment of a transfer fee in an amount as established in the annual fee ordinance, make application to the village for transfer of the permit to any other vehicle owned by the person.
   (B)   The permit fee for the parking areas described in this section shall be as established in the annual fee ordinance. Quarterly permits shall expire, respectively, on the last day of March, June, September and December. Annual permits shall expire on the last day of December. The holder of an existing permit shall have first preference on the renewal thereof for the next succeeding calendar quarter provided that the holder files an application for renewal with the required permit fee on or before the fifteenth day of the month in which the permit is scheduled to expire. Failure to comply with this renewal provision shall cause loss of preferred status and, upon expiration of the permit, it shall be assigned to the applicant having highest priority on the aforesaid waiting list.
   (C)   Permits issued hereunder for a motor vehicle shall be in the form of a decal or other form of sticker which shall be displayed, affixed and attached on the lower inside left corner of the windshield of the motor vehicle for which issued in a manner as not to obstruct the vision of the driver. Permits issued hereunder for a motorcycle, motor driven cycle or pedalcycle shall be in the form of a metal plate for attachment to the license plate required by the State Vehicle Code. No motor vehicle shall be stopped, parked or left standing in the parking areas designated in this section unless the permit is affixed thereto in accordance with this section.
