All building sewers shall be installed and maintained at the cost of the owner of the premises to be served thereby. All installations shall be under the supervision of the Plumbing Inspector, and all sewers and the connections thereof with the public sewer shall conform to specifications as outlined in § 52.038. The owner of the property upon which the building sewer is located shall be responsible, at his or her sole cost, for the installation, maintenance, repair, and replacement of that portion of the building sewer located between the storm sewer and the house, including the Y fitting and any portion of the building sewer located within or around the house. Where no stub, "Y" or "T" exists, an entire length of the public sewer shall be removed and replaced with a "Y" or "T" length unless a special saddle cap cut in connection, or equal, which will not allow the spigot end of the house sewer to project beyond the inner surface of the main sewer, is used. No cut-in connection, made by breaking or cutting a hole in the main and inserting the spigot end of an ordinary sewer pipe shall be permitted.
