§ 51.01 LAWN SPRINKLING AND EMERGENCY POWERS.
   (A)   For the purposes of this section, LAWN shall mean that portion of any lot under cultivation with grass, trees, shrubs, bushes or other types of vegetation.
   (B)   Except as otherwise provided in this division (B), from May 15 through September 15of every year, lawn sprinkling shall be limited as follows:
      (1)   Lawn sprinkling is prohibited between the hours of 10:00 a.m. and 4:00 p.m. daily on all lots, except that hand-held hoses or sprinkling cans may be used for the watering of gardens and shrubs.
      (2)   During all hours outside the prohibited hours, lawn sprinkling is allowed only on:
         (a)   Even numbered days for lots bearing an even-numbered address; and
         (b)   Odd numbered days for lots bearing an odd-numbered address.
      (3)   Newly sodded or seeded areas of lawn may be watered at any time for the two-week period immediately following the installation of such sod or seed.
   (C)   (1)   If, in the judgment of the Village Manager, a public water shortage emergency exists or is deemed to be imminent, that official shall have the authority to invoke an immediate ban or additional restrictions on all external use of village water. The Village Manager may mitigate the impact of such ban or additional restrictions in specific circumstances of hardship as may be deemed reasonable, prudent and appropriate to the precise nature of the water emergency. The emergency ban or additional restrictions on external use of village water shall be implemented by written, posted and electronic news media and direct contact with users by employees of the village.
      (2)   In the event any such water shortage emergency is expected to continue for more than three days, the Board of Trustees shall review all data applicable to the emergency at a timely regular, special or emergency meeting. Based upon the water shortage emergency data, the Board of Trustees may remove or mitigate the ban or additional restrictions, or promulgate such additional controls, on the use of the village water supply as are deemed necessary. In the event any such emergency is expected to continue for two weeks or more, notice of resultant village water use restrictions shall be given to affected water utility customers via posting and electronic news media, and other available means such as village newsletters and electronic communications.
