§ 34.03 DEPUTY MARSHALS AND POLICE OFFICERS.
   (A)   The Mayor, with the consent of Village Council, shall appoint all full-time deputy marshals, full- time police officers, night guards and special officers as provided for by Village Council. All full-time officers shall continue in office until removed therefrom pursuant to the procedures set forth in R.C. § 737.19.
   (B)   No person shall receive an appointment under this section unless the person has, not more than 180 days prior to receiving appointment, passed a physical examination given by a licensed physician, as required by the Police and Firefighter's Disability and Pension Fund. Council shall pay the professional fee for such physical examination.
   (C)   All full-time deputy marshals and police officers shall receive as compensation for the performance of their duties an annual salary in an amount, which will be set from time to time by Council, payable in bi-weekly installments. Each full-time deputy marshal and police officer shall be entitled to paid vacation or personal days after satisfactorily completing one year of service as follows: 14 days of vacation or personal days per year for one through four years of service; 21 days of vacation or personal days per year for five through nine years of service; and 28 days of vacation or personal days per year after ten years of service. These days must be taken within the calendar year following the year earned and may be exercised any time between October 1 and April 30 after sufficient notice is given to the Chief of Police of intention to exercise the days. Five of these vacation days may be taken during the period between May 1 and September 30, excluding legal holidays, Islandfest and Homecoming weekends. The maximum number of vacation days which may be carried over into the next year shall be ten days. All vacation time is based on a calendar year. Furthermore, each full-time deputy marshal or police officer is entitled to two personal days a year. Any unused personal days do not carry over to the next calendar year. In addition, each full- time deputy marshal and police officer shall be entitled to 16 days of sick leave per year, to be taken when unable to work on a scheduled work day. All accumulated sick leave not utilized on the date of separation shall be paid to the Marshal up to 25%, but not to exceed 30 days. All accumulated sick time that exists on the date of separation shall be paid at the rate of annual salary divided by 365 equals one day. Furthermore, each full-time deputy marshal or police officer is entitled to two personal days each year. Any unused personal days do not carry over to the next calendar year.
   (D)   Each full-time deputy marshal or police officer shall be paid a stipend of $100 per pay period for being on call during off duty hours as scheduled by the employer, and shall be reimbursed for one round trip off the island per month. If actually called out to respond to a police matter as approved by the Police Chief or Safety Director, a minimum of two hours shall be paid per call-out not to exceed eight hours compensation in a 24-hour period. The village retains the right to "flex" the weekly or monthly schedule of the full-time deputy marshal or police officer to adjust for call-outs during a work period and to schedule full-time deputy marshals pursuant to § 38.04(C) of the Codified Ordinances.
   (E)   Each full-time deputy marshal and police officer shall make frequent checks on the vacant cottages on the island during the months of October through May.
   (F)   Each full-time or part-time deputy marshal and police officer, when appearing in court, off the island, or attending necessary police training sessions, shall be reimbursed for tuition, fees and travel expenses provided such attendance was mandatory or with approval of Council.
   (G)   Each full-time deputy marshal and police officer shall be paid an hourly wage as set by the Village Council from time to time as compensation for the performance of his or her duties. Full-time deputy marshals and police officers will be paid bi-weekly.
   (H)   Each part-time deputy marshal and police officer shall be paid an hourly wage as set by the Village Council from time to time as compensation for the performance of his or her duties. Part-time deputy marshals and police officers will be paid bi-weekly. Part-time deputy marshals and police officers who are assigned (on-call duty) shall be compensated at the rate of two hours of pay for each 24 hours of "on call duty." If actually called out to respond to a police matter during said 24-hour period, an additional minimum of two hours compensation shall be paid per call out not to exceed eight hours of compensation in one 24-hour period.
