§ 95.34 POWER TO ESTABLISH DITCH DISTRICTS; ISSUE ANTICIPATORY BONDS AND NOTES.
   (A)   For the purpose of constructing, maintaining, repairing, cleaning, and enclosing ditches, the legislative authority of the village may establish one or more districts within the village designating the boundaries thereof, and may each year thereafter, by ordinance, designate the district in which such constructing, maintaining, repairing, cleaning, and enclosing of ditches shall be effected, setting forth an estimate of the cost and providing for the levying of a special assessment upon all of the real property in the district, in the amount and in the manner provided in R.C. § 727.01, for constructing, maintaining, repairing, cleaning, and enclosing ditches. The ordinance shall be adopted and published as other ordinances.
   (B)   In the event that land within a ditch district as established by the legislative authority is on private property, the legislative authority shall appropriate the necessary property to complete any ditch district pursuant to §§ 163.01 through 163.62 and R.C. §§ 719.01 through 719.31.
   (C)   Bonds and anticipatory notes may be issued in anticipation of the collection of such special assessments, under R.C. § 133.17.
