(A) Any person, group or organization desiring to use the public streets, sidewalks or rights-of-way in the village for a parade, race or any other special event shall file an application for a permit with the Chief of Police or his or her designee, on a form provided by the village. The application shall be submitted not less than 30 days before the date on which the event will occur. There shall be paid by the applicant or sponsor at the time of application a non-refundable fee of $50 for each parade, race or special event to cover the administrative costs of processing the permit.
(B) The Chief of Police shall process applications for permits in the order in which they are received, and shall notify the applicant in writing at the address provided by the applicant, of the decision following the date the completed application is received. If the applicant is denied, the applicant shall be apprised in writing of the reason. Criteria for denial will be established by the Village Solicitor. The traditional weekends known as Island Fest and Homecoming are annually reserved by the village and those weekends will be unavailable to the general public.
