(A) No person shall cover or fill drains, ravines or ditches without having plans and specifications approved by the Village Engineer and getting consent of the Council.
(B) Any and all drains, ravines and ditches heretofore covered or filled, without having such plans and specifications approved by the Village Engineer and having the consent of Council, shall be removed.
(C) Whoever violates any provision in this section is guilty of a misdemeanor of the third degree.
