On payment to the city clerk of the amount of any such license fee it shall be the duty of the clerk to issue a license to the person applying therefor, which license shall remain and be in force from its date through December 31 next ensuing, and the city clerk shall furnish with such license a metal tag upon which shall be stamped a number corresponding with the number entered on such license and the year for which it is issued and the words "Kamiah", or "City of Kamiah Dog License" and such tag shall be appended to a collar to be constantly worn by the dog. In case a dog tag is lost or destroyed a duplicate will be issued by the clerk upon receipt showing the payment of the license fee for the current year and the payment of an amount established by resolution of the city council for such duplicate.
