The license fees for dogs for each year, or part thereof, shall be as established by resolution of the city council.
The license for a dog shall be available during the month of January each year, which shall be valid from January 1 of that year through December 31 of that year. All licenses shall expire on December 31 of the year for which they are issued. Proof of neutering or spaying must be provided at the time of licensing.
