The purpose of this title is to provide for the health, safety, and general welfare of the city and its inhabitants. It is designed to:
A. Encourage urban and urban type development within the city and the area of impact;
B. Avoid undue concentration of population and overcrowding of land;
C. Ensure that the development of land is commensurate with the physical characteristics of the land;
D. Protect life and property in areas subject to natural hazards and disasters;
E. Ensure that adequate public facilities and services are provided;
F. Protect both property rights and property values and to minimize the conflicts among the uses of land and buildings;
G. Establish reasonable standards for development which promote the orderly and beneficial development of all parts of the city;
H. Prevent the pollution of air, soil, streams, rivers and ponds and to safeguard the water table; and to encourage the wise use and management of natural resources throughout the city in order to preserve the integrity, stability and beauty of the city and the value of the land;
I. Encourage well planned development, and to ensure equitable handling of all proposals by providing uniform procedures and standards. (Ord. 2007-4, 2007)
