16.12.030: PREAPPLICATION:
   A.   Application: The subdivider shall submit a completed preapplication to enable the administrator to review and comment on the proposed subdivision.
      1.   The preapplication shall include:
         a.   A completed application form.
         b.   Vicinity map, which may be a freehand pencil sketch showing the relationship of the proposed subdivision to existing community facilities, and other developments which serve or influence it.
         c.   Sketch plan, which may be a freehand pencil sketch made directly on a print of a topographic survey and which shall describe in simple form, the proposed layout of streets, lots and other features in relation to existing conditions.
         d.   Map details, showing the development name, if any, and location, highways and roads, features of terrain such as rock outcrops, tree masses, and watercourses on and adjacent to the proposed subdivision, scale, north arrow, date, perimeter boundary line of proposed subdivision, existing and proposed public utilities, sanitary sewer facilities and railroads, if any.
A preapplication conference will be held before the planning and zoning commission. The purpose of the conference is to discuss the proposed subdivision concept, its conformity with the comprehensive plan, its relationship to surrounding development, any site conditions that may require special consideration or treatment, and the requirements of the impact area subdivision ordinance, zoning and development ordinance and other county ordinances.
At the preapplication conference, the applicant will receive a preapplication conference checklist of items required to be submitted with the subdivision application and preliminary plat, as well as notes of major concerns expressed in the conference.
   B.   Fee: None required.
   C.   Administrator Action: The administrator shall check the preapplication for its general conformance or nonconformance with this title and place the preapplication conference on the commission agenda for action at the next regularly scheduled meeting. At the commission meeting, the commission members shall be polled so the developer can have the benefit of their comments. If the developer chooses to proceed, the administrator will provide the necessary forms and checklists for the following steps to the developer.
   D.   Time Limitation: A completed preliminary plat and application must be submitted to the administrator within six (6) months after the preapplication conference. (Ord. 2000-2 Art. III §3, 2000)
