16.08.010: INTERPRETATION OF TERMS OR WORDS:
As used in this title certain words, terms and phrases are defined as follows: The masculine gender includes the feminine and neuter, the singular includes the plural, and the present tense includes the past and future. The word "shall" is mandatory, "may" is permissive, and "should" is preferred, unless otherwise stated. (Ord. 2000-2 Art. II §1, 2000)
