All subdivisions as herein defined shall be submitted for review and recommendation by the city of Kamiah planning and zoning commission and shall comply with the provisions of these regulations. This title shall not apply to any lot or lots forming a part of any subdivision created and recorded prior to the effective date hereof, except to the further dividing of lots; nor is it intended by this title to repeal, abrogate, annul or in any way impair or interfere with existing restrictions placed upon property by deed, covenant or other private agreements, or with restrictive covenants running with the land to which Lewis County is a party.
