A. This title is to be in full force and effect from and after its passage, approval, and publication according to Idaho Code.
B. If any one or more of the sections, subsections or any other part of this title is for any reason held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portions of this title and the same shall remain in full force and effect.
C. Regulations of this title shall apply to all real property, structures or fixtures attached thereto in the Kamiah city area of impact. All persons, the United States of America, the Nez Perce Tribe, the state of Idaho, Lewis County and all their respective agencies, boards, departments, institutions, and local special purpose districts, shall comply with this title unless otherwise excepted by law.
