The city council may, in its discretion, in addition to the water rates for persons outside the city limits, provide for the payment of extraordinary costs of supplying water to outside residents by adding to any monthly water bill a pro rata share of such extraordinary costs. Such costs may include, but are not limited to, additional electricity bills, or extraordinary repair bills. Such additional costs, however, if added to a monthly water bill, shall only exactly reimburse the city for costs actually expended, and prior to the inclusion of any monthly bill the council shall pass a motion to include the same on a bill, with record of such motion being reflected by the council minutes.
