13.04.030: OWNER RESPONSIBILITY:
Pipes and hydrants within any premises must be kept in good repair and kept from freezing at owner's expense, and the owner will be responsible for all damage from leaks and breaks. (Ord. 3 §3, 1957: prior code §3-104)
