The water superintendent shall have the power to regulate the hours for sprinkling and in an emergency prohibit the same. The city reserves the right to shut off at any time the water supply for repairs, extensions, nonpayment of rates or other reasons; and the city shall not be responsible for any damage such as bursting of boilers, breaking of pipes or fixtures, stoppage of water supply or any other damage resulting from the shutting off of water. It shall be a misdemeanor for persons to use water for sprinkling during the hours that the same has been prohibited by the water superintendent or to use any waters when the use thereof has been prohibited during an emergency.
