9.38.010: FINDING AND INTENT:
   A.   The Kamiah city council finds that parades which are offered to the general public or a substantial segment of the public often attract large gatherings of people which may cause adverse public health and safety conditions requiring municipal regulation to ensure adequate protection of public health and safety.
   B.   It is the intent of the Kamiah city council that this chapter be enacted to protect and promote the health, welfare and safety of the citizens of and visitors to the city of Kamiah, and to regulate parades for the benefit and protection of the public health and safety. It is the further intent of the Kamiah city council that this chapter be construed liberally in favor of protecting and promoting the health, welfare and safety of the citizens of and visitors to the city of Kamiah.
