It is unlawful and a misdemeanor, and punishable by this code as set forth in title 1, chapter 1.20 of this code, for any person to drink and consume any alcoholic or intoxicating beverage, or to have in his possession any open container of alcoholic or intoxicating beverage upon any streets, alleys, public sidewalks or ways, or in any vehicle within the incorporated limits of the city at any time.
