Every vehicle, while carrying explosives, shall comply in all respects with all federal requirements as exist now or from time to time are changed, and, in addition, any vehicle parked for longer than a one hour period in the city containing explosives shall be parked a distance of at least five hundred feet (500') from the nearest inhabited building of any sort.
