It constitutes a misdemeanor, and is punishable as such, for any person, natural or artificial, to deposit upon any public or private property within the incorporated limits of the city, any debris, paper, litter, glass bottles, nails, tacks, hooks, cans, barbed wire, boards, trash, garbage, lighted material or other waste substances on any place not authorized by the city or the owner of such property.
