Sec. 5-2.  Inoperable Vehicles On Private Property1:
   The person who controls any motor vehicle determined to be inoperable, located on private property and in view of the general public, shall be given a notice (for purposes of this section, the “notice”) in person or by certified mail notifying such person that he has seven (7) days from the receipt of such notice to dispose of the vehicle. Failure of any such person to obey such notice shall be punishable by fine(s) in accordance with section 1-7 of this code, and each day on which the vehicle remains after issuance of the notice shall be deemed a separate offense. If such person does not dispose of such vehicle within seven (7) days after receipt of the notice, the chief of police shall authorize the removal of the vehicle or parts thereof.
