§ 96.21 FIRE RESTRICTIONS.
   (A)   No person shall kindle, build, maintain, or use any fire in any park except in fireplaces provided for the purpose or as cooking fires confined to portable grills, barbeques, cook stoves, and other cooking equipment deemed acceptable by the Park Board, or as the burning of combustible materials under authority of the Park Board as part of normal maintenance, or unless that person has obtained the written consent of the Park Board to otherwise act.
   (B)   Any fire shall be maintained under the continuous care and direction of a competent person at least 18 years of age, from the time it is kindled until it is effectively extinguished.
   (C)   No person shall discard any burning match, cigar, or cigarette within any park.

§ 96.22 TRAFFIC AND OTHER VEHICLE USE IN PARKS.
   (A)   Speed limits and obstructions.
      (1)   No person shall operate any vehicle within any park at a speed of more than ten mph.
      (2)   No person shall cause or permit any vehicle under his or her control to obstruct traffic. No person shall stop any vehicle in any park except at those places specifically designated as parking areas.
   (B)   Vehicle use restrictions. No vehicle shall be operated within any park except upon the roadway or within any area expressly designated for vehicular traffic. Snowmobiles, mini-bikes, and persons on horseback are restricted to those areas specifically designated for such uses. The Park Board may grant written exemptions to this requirement if the applicant for that exemption submits proof of liability and property damage insurance with terms deemed adequate and acceptable to the Park Board.
   (C)   Vehicles in park after operating hours. No person shall leave any vehicle within any park after the park has closed. Any such vehicle may be removed by order of the Department of Parks and Recreation without further notice to the owner or operator. The owner of that vehicle shall be liable for any towing and storage fees incurred.

§ 96.23 OTHER PROHIBITED ACTIVITY.
   No person shall engage in any conduct or act dangerous to that person or to others, including but not limited to, hang-gliding, rappelling from towers, and any other technical climbing of trees, towers, or structures.

§ 96.99 PENALTY.
   Any person who violates any provision of this chapter shall be deemed to have committed an ordinance violation and, upon conviction, shall be fined not more than $100. Each day a violation occurs or continues shall constitute a separate offense.
