§ 71.02 REGULATIONS, GENERALLY.
   (A)   No person may park a motorized vehicle in an alley. A 30-minute exception shall be allowed for loading and/or unloading unless prior approval by permit granted by police or Code Enforcement for a period that exceeds the 30-minute period was obtained. Exceptions include utility-type work or other work activities.
   (B)   No person shall park a vehicle near or around any school buildings, unless for children drop-off or pick-up, special school events or activities, and to handle school-related business.
   (C)   No parking allowed on the American Legion Post 95 Memorial on First and Water Streets.
   (D)   (1)   Short duration of double parking and/or parking on part of a road or in an alley using a common-sense approach in residential areas that may reflect a property owner’s right-of-way.
      (2)   No overnight parking is allowed in city- owned parking lots, park areas, and the like. No overnight sleeping in cars on any city streets, alleys, or parking lots is permitted. Having a special event such as a graduation party, holiday event, or death in a residence may create additional vehicles; however, a ten-foot clearance for free movement of traffic flow is required.
   (E)   The city shall regulate the parking of semi- tractors or trailers, trucks in excess of one-ton capacity, and other similar vehicles and equipment of a certain size upon city roadways, public right-of-ways, or any property owned by the city. Said vehicles and equipment tend to block the view of other vehicles and children playing in the neighborhoods, as well as negatively impacting the aesthetics of the city residential properties or in the downtown areas in order to further protect the health, safety, and general well-being of the residents or visitors in the city.
