When the City plans to improve or pave any street, the Director of Public Works or his or her designee shall first give notice to all persons owning property abutting on the street about to be paved or improved and to all public utilities and municipal authorities operating in the City. All persons, public utilities and municipal authorities shall make all connections as well as any repairs thereto which would necessitate excavation of the street within six months from the giving of notice if they wish to avoid the surcharges imposed by Section 1024.05. The time may be extended if permission is requested in writing and approved by the Director of Public Works.
