1860.04 LICENSES AND PERMITS REQUIRED FOR REMOVAL OF PRIVY CONTENTS; FEE; HOURS OF OPERATION.
   Every person desirous of being licensed to empty or remove the contents of privy wells, cesspools and sinks within the City shall make application, in writing, to the Bureau of Health. On being satisfied with the character of the applicant and the security and tightness of his or her vehicles, the Bureau shall grant him or her a license for a period of time not extending beyond January 1 next following, and for such license so granted, he or she shall pay to the Bureau one hundred twenty-five dollars ($125.00) per year. Whenever any such person desires, under his or her license, to empty or clean any privy well, cesspool or sink, he or she shall first obtain a permit to do so from the Bureau, at which time he or she shall furnish to the Bureau the name of the owner, agent or occupant of the property employing him or her, which name shall be mentioned in the permit and recorded in the office of the Board of Health, and he or she shall also state where the contents of such privy well, cesspool or sink are to be deposited and shall disinfect the empty vaults.
   The permit shall give the possessor the right to remove the contents of the privy well, cesspool or sink within five days from the date of issuance and shall state the number of the street or alley, the location of the privy well, cesspool or sink, the owner's name and the name of the scavenger. The work done between May 1 and November 1 shall be done between the hours of 10:00 p.m. and 5:00 a.m. of the following day, and during the other six months of the year between the hours of 10:00 p.m. and 6:00 a.m. of the following day.
